Developments in this region should
also take advantage of specific local resource
endowments. The Plan urges both the central and the western parts to make good use of the existing foundation laid down by national defence industries in these areas.
Foreign economic relations, trade and technological
exchange
In addition to these six important principles, the Plan has also a special section devoted to foreign
economic relations, trade and technological exchange. The target set for external trade (imports plus exports) is a
growth rate of 40% to 50% in real terms in five years'
time (1986-90), i.e. an annual growth rate of 7 - 8.4%.

Continued effort will be made to introduce more
foreign investment and advanced technology so as to
accelerate the process of modernization. To attain this, foreign exchange earnings must be generated through exports. It is envisaged that export growth will be achieved by upgrading the quality of export commodities, strengthening promotion in international markets, and implementing rational arrangements in the production of export commodities. A shift in the export pattern from raw materials to manufactured goods, and from crude manufactured goods to higher quality ones is envisaged. Exports of textiles, processed food, and mechanical and electrical machinery are expected to grow more rapidly than the others. Nevertheless, exports of agricultural products and of mining products like petroleum, coal and
minerals will continue to be important.
