As to the content of the report, I think we should follow the general format used last year.

agrees. We might aim for a report of 10 to 12 pages comprising the following sections:

Representative government.
To include an
account of the first year of operation of the
new LEGCO, plans for the 1987 review, and a
summary of the issues raised in public debate in the territory on representative government.
Developments connected with the Daya
nuclear power station.
Bay
The
State of the economy. To include a description of continuing business confidence in Hong Kong
and to emphasise the importance of trade and
industry in the territory's life.
intention would be to ensure that undue
prominence was not given to politics among the preoccupations of Hong Kong people.
