You wrote to Geoffrey Howe on 14 July to ask when we

recall
publish the Annual Report on Hong Kong. You may
that in reply I told you that we expected to do SO
towards the end of this year.

year from that date, and hence be ready for presentation
to the House around the end of the year.
On reflection,
we have concluded that it would be preferable for these
Annual Reports to cover calendar years; this seems a
tidier and more logical arrangement.
