You wrote to Geoffrey Howe on 14 July to ask when we plan to publish the Annual Report on Hong Kong. You may recall that in reply I told you that we expected to do so towards the end of this year.
I thought I should let you know that there has now been a slight change in our plans. As I mentioned in my letter of 31 July, the first Annual Report covered a period up to October 1985. We had been planning on the assumption that the next report would cover a period of a year from that date, and hence be ready for presentation to the House around the end of the year. On reflection, we have concluded that it would be preferable for these Annual Reports to cover calendar years; this seems a tidier and more logical arrangement.
We have therefore decided that this year's report should cover the period from November 1985 to December 1986, and be presented to Parliament early next year. Thereafter there will be a tidy annual rhythm for reports on Hong Kong. I am arranging for the House to be informed of this change in our plans in case there are others, like you, expecting a report before the end of the year.
