LETTERS PATENT AND ROYAL INSTRUCTIONS
1.
I attach first drafts of Letters Patent to increase the number of official members by four and to remove the necessity of granting land in The Queen's name, and Additional Instructions to provide for bilingual laws.
2.
With one exception I think the drafts are self-explanatory. I should, however, draw your attention to Article 2(2) of the Letters Patent. This represents an excess of caution on my part. The object is to ensure that, notwithstanding the amendment of paragraph (1)(c), there is no need to issue new letters of appointment to those officials who already are members of the Legislative Council.
3.
You may wish to send these to Hong Kong now so that
Mr Michael Thomas will have had an opportunity of considering them before he comes here on 21 May.
