Ah well, back, as they say, to square one!

An increase of this number will not change the balance in the Legislature, though it may give rise, amongst those who follow these matters, to doubts about the ability of the Hong Kong Government to look to the future in simple things. In this connection, it might be as well to think of an increase of more than two, possibly four. To make a change on the kind of considerations set out in para 3 of the telegram is very much an assessment ad hominem and it might be as well to have room for some expansion. A formula of "not more than 11 persons ..." would again not upset the balance and all the vacancies need not be filled immediately.

If we are to pursue this proposal, I very much hope that we can do so at the same time as the proposal with regard to land title, as I would find it very difficult to justify amending the Letters Patent for either proposal on its own.
