LETTERS PATENT AND ROYAL INSTRUCTIONS

Mr Michael Thomas called on me today and we discussed the draft Letters Patent and draft Additional Instructions. I enclose revised drafts of both documents as agreed between us. The only point on which Mr Thomas appeared uncertain was the commencement date of Article 2 of the Letters Patent. I told him that I recalled that we had had a telegram from Hong Kong proposing that this should come into operation on a date in September 1986.
2. We had intended to take these documents at the Privy Council on 8 July so as to give an opportunity for prior notice of the substantive proposals to the Chinese.
3. I am sending a copy of this minute to Mr Brooks, Legal Executive Section, with the request that he obtain printed proofs.
