1. I have now seen Hong Kong telno 1624, which was anticipated in some respects by my meeting with Mr Michael Thomas on 22 May and the amendments agreed with him as reported in my minute of that date to you.

2. Of the proposals made in telno 1624 for amendment of the Letters Patent, I agree A(1). I have already taken on board so much of A(3) as I agree. As I explained in the minute accompanying my first draft of the Letters Patent, I believe in being cautious about A(2) and I would therefore propose to keep Article 2(2).

3. With regard to the Royal Instructions, I agree with B(1). Mr Thomas and I had already agreed a variation of the new Rule 1 of Clause XXV.

With regard to the proposal in paragraph 3 of Hong Kong telno 1624, I would see no objection to a despatch as to the terms in which grants be made. However, I think the proposal made in that paragraph 3 is unduly brusque and I would suggest that it is redrafted in a more decorous manner.
