DRAFT HONG KONG LETTERS PATENT AND ADDITIONAL INSTRUCTIONS

1.

I attach 3 copies each of the printed proofs (with manuscript amendments) of the draft Letters Patent and the draft Additional Instructions, together with a draft Note for the Privy Council. The substance of the Instruments has been agreed with Hong Kong, though we have dissented from their suggestion on one or two matters of style and on the saving clause in Article 2(2) of the draft Letters Patent.

You should now obtain Mr Renton's approval to the submission of these drafts to the Privy Council. He should signify his approval by signing in the top right-hand margin of each draft Instrument.

3. It is intended that the drafts should be submitted to the Privy Council at its meeting on 8 July 1986. I would like to deliver copies, together with the Note (which you should date) to the Privy Council Office as soon as possible and certainly not later than 27 June.

I am copying this minute and its attachments to Mr Brooks with the request that he (a) obtain clean proofs, b) send the drafts, in their present state, for information, to Mr Horsford and c) process the drafts on receipt of approval by Mr Renton.
