(report) Legco member Andrew Wong: He had noticed a tendency in Legco, even among some veteran Unofficials, to make Legco a decision and policy-making body. Veteran Unofficials had no confidence in party politics and were trying to use Legco's standing committee as a basis for developing a committee system. Such a trend would result in the fo.mation of a supreme body which wield both the legislative and Exco power. This is

unhealthy. He suggested that Legco should remain a legislative and watchdog body.

Conservative MP Michael Grylls: Political reform in HK should be progressive. Informal talks on local reforms in HK should be held between Britain and China but it was not

necessary to obtain China's consent

beforehand.
