Convenor of the BLCC sub-committee on working procedures Mr Justice Yang: The sub-committee has recommended that the standing orders of the BLCC be amended in the wake of criticism that the BLCC chairman is given too wide powers. It has also recommended that the BLCC chairman should not have a casting vote, and that he should not have the power to disallow members to speak and to order members to leave the meeting.
