Jiatun: A first draft on
the structure of the Basic Law has been completed by the BLDC secretariat in Peking and he has received a copy. He did not know why the draft was not sent to other BLDC members here. But BLDC members will
have plenty of opportunities to see the draft when they are in
Peking.

committee decided that
members should be encouraged to meet the public to listen to their views, but they should do so only in their private capacity. The BLCC will not
introduce a formal ward
system. It was also decided that the news bulletin issue by the BLCC secretariat for members will from now on
be sent to the news media to ensure more accurate reporting.
