(report) Chinese Deputy Foreign Minister Zhou Nan: There should be
compatibility between the representative system in
HK and the Basic Law. The JLG is set up to handle foreign affairs and HK's external matters, and as such it will not discuss Basic Law. But there will be an exchange of views at the JLG if there are problems of compatibility.
