BLDC member Liu Yiu-chu said it is a good idea to put forward some preliminary proposals for the post 1997 political system and to seek HK people's views on them. But two BLDC members, Martin Lee and Szeto Wah, are strongly against the idea. Mr Lee said once Peking make known its thinking on the political system, many HK people will be reluctant to put forward opposite views.

A Basic Law monitoring committee: The BLCC's report on local opinion it collected should first be made public in HK before being

submitted to the BLDC meeting. The public should be invited to comment on the report, which should then be amended accordingly before it is finalised

for submission to the BLDC.
