BLDC secretary general Li Hou: BLDC members in HK will not become a mere rubber stamp. The draft on Basic Law, like any other papers prepared by the BLDC secretariat, has to be cleared with the BLDC chairman first. After that it has to be discussed and endorsed by a meeting of the chairman and vice-chairmen before

it is sent to members.

NCNA HK director Xu Jiatum: The document is meant to facilitate discussion and is only a first draft.

Ming Pao: The draft prepared by the BLDC secretariat may limit the scope of discussion by BLDC members. To solve the problem, a working group comprising equal number of members from HK and China should be set up to prepare discussion documents for BLDC meetings.

Tin Tin Daily News: It is not important who has got an advanced copy of the Basic Law draft. People should treat the incident rationally. Every Bill in HK has to be read by somebody else before its promulgation.
