Justice Simon Li: The
Basic Law can state that senior posts at
secretary rank of the SAR government should be filled by people who have been living in HK for 20 years or more to prevent China sending
its men to HK to take up these posts.

Huang: Committee member agreed with a suggestion by 17 BLCC members that opinion surveys, public forums, and a ward. system should be used to seek local views on the Basic Law. He personally has reservations about the 17 members' proposal to conduct a territory- wide opinion assessment exercise on the final report to be prepared by the BLCC before
submission to the BLDC.
