HK convenor of the BLDC special group studying the relationship between HK and the Central People's Government Dr Rayson Huang: As far as he understands, HK at present does not have any residual powers. Why should it have any after sovereignty is returned to China, he questioned.

Convenor of the BLCC special group on SAR residents' rights and obligations Tso Wung-wai: Special group members have agreed that "permanent residents" of the future SAR should cover, among others, Chinese nationals born in other countries who hold a HK ID card, and foreign nationals holding a foreign passport but have a parent who is a HK resident of Chinese nationality.
