be one under which there would be three separate branches of government comprising the judiciary, the legislature and the executive. It will not be in HK's best interest if the future chief executive are to have
the power to dissolve the legislature. Neither will it be good for HK if chief executive are to be subject to recall by the legislature. The chief executive should be given real powers, otherwise difficulties will arise in the running of the government. China and Britain have a common understanding of the term "accountable". The meaning of the term includes: the executive should report to the legislature on a regular basis; the executive should reply to queries raised by the legisla-
ture; and the legislature should have the power to examine and approve the budget and to impeach the chief executive if he commits an offence.

servants and to
arbitrate any civil service disputes.

suggests the setting up of a civil service retirement fund to ensure that retired civil servants'
