Chinese BLDC members Shao Tianren, Wang Tieya and Wu Jianfan: The HK SAR will be given the power to conduct its own external affairs relating to economy, culture, sports and labour. This means that the SAR will be allowed to retain cultural and economic ties with countries which do not have diplomatic ties with China. The HK SAR will elect its own representatives to the NPC. Only Chinese
nationals will be
qualified for election to
the NPC.
A representative of the Society of HK Women Lawyers says that the Basic Law must not
contain any provisions which ban the formation of political parties in HK. Such provisions would violate the Joint
Declaration which states that the freedom of association would be maintained in HK after 1997.
