(report) At the BLDC meeting, members reached

a consensus to include in the draft structure of the Basic Law a section on the

relationship between the Chinese Constitution and the Basic Law.

Another decision reached after the group

discussions is that the question of residual powers, along with other issues on which a consensus has not yet been reached, will be written into a

memorandum annexed to

the draft structure. The

memorandum will be

discussed by the five special sub-groups in

future.
