IN THE LEGISLATIVE COUNCIL

PUBLIC HEALTH AND URBAN SERVICES (AMENDMENT) 3ILL 1986
Sir,
I move that the Public Health and Urban Services
(Amendment) Bill 1986 be read the second time.

The Regional Council will come into operation on
1 April 1986. The Regional Council Ordinance provides that
the Council shall be the authority in respect of matters for
which it is to be responsible under the Public Health and
Urban Services Ordinance. The Bill now before Members
introduces the necessary amendments to enable the Council to
exercise its powers under the Public Health and Urban Services
Crdinance.

Under the Ordinance the power to make subsidiary
legislation and to set fees is currently vested in the Governor-
in-Council in respect of the New Territories and in the Urban
Council in respect of the urban areas. The Bill will give the
Regional Council similar powers to make subsidiary legislation
and to set fees for the Regional Council area.
