Parliamentary Question from Mr Adley on the

Renton has asked

regarding a

local elections in Hong Kong, Mr

why there was a higher turnout in the Regional Council elections than in the Urban Council ones.

2.

The reasons for this are probably to be found in

the differences between the areas covered by the two

Councils: the new Regional Council covers the New

Territories and outlying islands, while the Urban Council

covers the two urban districts of Hong Kong Island and

Kowloon. Despite the development of several new towns,

many parts of the New Territories and the outlying islands

remain rural and (comparatively) isolated. The population

outside the new towns is more homogeneous

than in the

older urban areas, and long established patterns of

allegiance have survived: allegiances which have ensured a good turnout for the election of village representatives

in the past and may well have done so for candidates in

the RegCo elections now.
