Amendment of section 15.
Amendment of section 17.
6. Section 15 of the principal Ordinance is amended by inserting after "Chairman" wherever it occurs the following-
"or Secretary".
7. Section 17(1) of the principal Ordinance is amended by deleting
(a) "the Chairman or"; and
(b) "as Chairman or, as the case may be,".
Amendment of section 18.

Section 18 of the principal Ordinance is amended-
(a) in paragraph (d) by deleting "Chairman" and substituting the following-
"Secretary"; and
(b) by deleting "the Chairman shall forthwith, by notification published in Gazette, declare the office of such member to be vacant" and substituting the following-

"his office as such member shall become vacant and the Chairman or, if no Chairman has been elected under section 20, the Secretary shall give notice thereof in the Gazette”.
Section 19 of the principal Ordinance is amended--
(a) in subsection (2) by deleting "urban areas" and substituting the following--
"Urban Council area";
(b) in subsection (5) by deleting "living together"; and
(c) by inserting after subsection (10) the following--
"(11) In this section "committee" includes the standing committee and any select committee or sub-committee appointed under section 35.".
10. Section 20 of the principal Ordinance is amended-
(a) in subsection (1) by inserting after "be elected" the following-
"by secret ballot";
(b) in subsection (6) by inserting after "ordinary election" the following-
"for the Council"; and
(c) by inserting after subsection (6) the following
"(7) At the meeting referred to in subsection (1) the Secretary shall preside and shall continue to preside until the Chairman assumes office but shall have neither a casting nor a deliberative vote.".
11. Section 23 of the principal Ordinance is amended--
(a) in subsection (1) by deleting "as if the references therein to the Chairman
were references to the Secretary"; and
(b) in subsection (3) by inserting after "ordinary election" the following-
"for the Council".
12. Section 24 of the principal Ordinance is amended- (a) by inserting after paragraph (a) the following-
(Cap. 354.)
"(aa) exercise such powers and perform such duties as are conferred or
imposed on it by this Ordinance:
(ab) exercise the powers and perform the duties conferred or imposed
on the collection authority by the Waste Disposal Ordinance;";
(b) by deleting paragraph (b); and
(c) in paragraphs (c), (d) and (e) by deleting "urban areas" wherever it occurs
and substituting the following
"Urban Council area".
13. Section 25 of the principal Ordinance is amended-
(a) by deleting ", within the urban areas";
(b) in paragraph (b)—
(i) in sub-paragraph (iii) by deleting "or artistic" and substituting the following-
', historical, artistic, scientific or other cultural”; and
(ii) in sub-paragraph (iv) by inserting after "of" the following-
", and training for.";
(c) by inserting after paragraph (e) the following-
“(ea) notwithstanding section 27——
(i) enter into contracts; and
(ii) engage staff whether in a full or part time capacity;
(eb) provide recreational and cultural activities;
(ec) make such charges for the use of its facilities and services as it
considers are reasonable;";
(d) by being renumbered as subsection (1) thereof; and
(e) by inserting after subsection (1) the following--
"(2) Subject to subsection (3) the powers referred to in subsection (1) may be exercised in relation to the Urban Council area or elsewhere. (3) The powers referred to in subsection (1)(a) shall be exercised only in relation to the Urban Council area.".
14. Section 26 of the principal Ordinance is amended-
(a) by deleting "the Deputy Director, the Director of City Services, the Director of Cultural Services or an Assistant Director" wherever it occurs and substituting the following-
"a Deputy Director or an Assistant Director";
(b) in subsection (3) by inserting after "committee" the following-
"or sub-committee"; and
(c) by inserting after subsection (3) the following-
"(4) With the consent of the chairman of any committee or sub-committee, a public officer may attend any meeting of that com- mittee or sub-committee.".

15. Section 28(2) of the principal Ordinance is amended by deleting "appoint Amendment of assistant secretaries and" and substituting the following—
", after consultation with the Council, appoint Deputy Secretaries and Assistant Secretaries and may appoint".

16. The principal Ordinance is amended in Part VI by adding after the heading Addition of new "PROCEEDINGS OF THE COUNCIL" the following-
"Interpretation.
28A. In this Part, except in sections 33(2), 35(1), (2) and (3) and 36, "committee" save where it is used in conjunction with "standing" includes any sub-committee.".
