Amend the Urban Council Ordinance.
Enacted by the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof.
1. This Ordinance may be cited as the Urban Council (Amendment) Ordin- Short title and ance 1986 and shall come into operation on 1 April 1986.

2. Section 2 of the principal Ordinance is amended- (a) by deleting the definition of "by-election";
Amendment of section 2.
(Cap. 101.)
(b) in the definition of "Secretary" by deleting “and also an assistant secretary"
and substituting the following-
", or any Deputy Secretary or Assistant Secretary so appointed";
(c) in the definition of "standing committee" by deleting the full stop at the end
and substituting a semicolon; and
(d) by inserting after the definition of "standing committee" the following
definition-

""Urban Council area" has the meaning assigned to it in the District
Boards Ordinance.".
Section 7(1) of the principal Ordinance is amended-
(a) in paragraph (a) by inserting after “ordinary election" the following—
"for the Council"; and
(b) in paragraph (b)—

(i) by deleting "at a by-election or"; and
(ii) by deleting "17" and substituting the following-
"18".
Section 10 of the principal Ordinance is amended—
(a) in paragraph (e) by deleting "a foreign country or a salaried functionary of a
foreign government" and substituting the following-
"any place outside Hong Kong or a salaried functionary of a govern- ment of such place";
(b) by inserting after paragraph (ƒ) the following—

"(fa) is the subject of a decision under the Mental Health Ordinance that he is of unsound mind and incapable of managing himself and his affairs;";
(c) in paragraph (g) by inserting before "has" the following-
"without prejudice to paragraph (b),”;
(d) by being renumbered as subsection (1) thereof; and
(e) by inserting after subsection (1) the following—

"(2) Nothing in subsection (1)(fa) shall prevent the appointment as an appointed member of a person disqualified under subsection (1)(fa) if under the Mental Health Ordinance it is subsequently found that his unsoundness of mind has ceased.".
Amendment of section 7.
Amendment of section 10.
Sections 14 and 16 of the principal Ordinance are amended by deleting Amendment of "Chairman" wherever it occurs and substituting the following-
sections 14
and 16.
"Secretary".
