TRANSITIONAL ARRANGEMENTS FOR THE FIRST MEETING OF THE REGIONAL COUNCIL
67. (1) Without prejudice to subsection (6), the members of the Regional Council shall meet on 1 April 1986 for the purpose of electing a Chairman and a Vice-Chairman.
(2) The Director of Regional Services shall make arrangements for the holding of the meeting referred to in subsection (1) and that meeting shall be conducted in accordance with those arrangements.
(3) The election of the Chairman and Vice-Chairman shall be in accordance with the voting procedure specified in the First Schedule. (4) Notwithstanding section 22(3) the persons elected under this section to hold office as Chairman and Vice-Chairman may hold that office upon delivery to the Director of Regional Services of a completed declaration of acceptance of office in the appropriate form in the Third Schedule.
(5) For the purposes of the transitional arrangements in this section, section 15 shall apply to an elected or appointed member who is a member on 1 April 1986 as if for "Secretary" in that section there were substituted "Director of Regional Services".
(6) Upon assuming office the Chairman may summon a meet- ing of the Regional Council to be held on or before 30 April 1986 and, notwithstanding section 32(4), shall give such notice of that meeting as he considers appropriate.
(7) Section 32(5) shall apply to a notice given by the Chairman under subsection (6) of this section as it applies to a notice given under section 32(4).
(8) If the meeting referred to in subsection (1) does not take place on 1 April 1986, the Governor, not later than 30 April 1986, may by notice in the Gazette appoint another date, and this section shall apply as if the date so appointed were substituted for "1 April 1986" wherever it occurs except in this subsection.".
8. The Fourth Schedule to the principal Ordinance is amended by inserting after item 12 the following-

authority"-
(i) delete "urban areas" and sub- stitute "Urban Council area"; and
(ii) delete paragraph (b) and sub-
stitute the following—
"(b) in respect of the
Regional Council area, the Regional Council and the Director of Agricul- ture and Fisheries;".
(b) Insert after the definition of "household waste" the following definition--

""Regional Council area" has the meaning assigned to
it in the District Boards Ordinance;".

(c) Insert after the definition of "trade

Delete "and the Urban Council" and substitute the following-
“, the Urban Council in relation to the Urban Council area and the Regional Council in relation to the Regional Council area,”.
Insert after subsection (3) following-

"(4) Where a licence under subsection (1) is granted by the Regional Council as a collection authority, the fee for such licence shall be such as the Regional Council may from time to time determine.".
(a) Delete "and" at the end of para-
graph (a).
(b) Delete paragraph (b) and substi-
tute the following—
"(b) where the collection au- thority is the Regional Council, be the property of the Regional Council; and
(c) where the collection au- thority is the Director of Agriculture and Fish- eries, be the property of the Crown,".
(c) Delete
"or
the Director of Regional Services or the Director of Agriculture and Fisheries in such manner as the Council or the Director" and substitute the following-

Delete "or the fee determined by the Urban Council under section 10(3)” and substitute the following-
", the fee determined by the Urban Council under section 10(3) or the fee determined by the Regional Council under section 10(4)".
