Explanatory Memorandum
This Bill amends the Regional Council Ordinance-
(a) to amend the Chinese name (clause 2);
(b) to provide transitional arrangements for the holding of the first meeting of
the Regional Council (clause 7);
(c)
to make amendments to the Waste Disposal Ordinance consequent upon the setting up of the Regional Council (clause 8); and
(d) to make minor amendments thereto.
2. Two minor changes are made to the functions and powers of the Regional Council. The Regional Council is given the function of exercising the powers and duties of the collection authority under the Waste Disposal Ordinance (clause 3) and is empowered to provide recreational and cultural facilities and make charges therefor (clause 4).

Clause 5 amends section 27(4) to expand the category of public officers who may attend meetings of committees or sub-committees of the Regional Council.

Clause 6 amends section 39, which deals with the finances of the Regional Council, to bring its terms into line with the accounting system that will be adopted.
5. The Bill has no Public Service staffing or financial implications.
一九八六年區域市政局(修訂)條例草案
摘要說明
本草案對原有區域議局條例作出下列修訂:
(甲)
修改原有區域議局條例的中文名稱(草案第二條 );
(乙)
就區域市政局召開第一次會議的過渡性安排作出規定(草案第七 條);
(丙)
由於區域市政局的設立而對廢物處理條例因應修訂(草案第八 條);以及
(丁)
對原有區域議局條例作出若干項輕微修訂。
本草案對區域市政局的職能和權力作出兩項輕微修訂。區域市政局 獲賦予一項職能,亦即依照廢物處理條例規定而行使廢物收集當局的權力和職 責(草案第三條);同時,又受權提供康樂及文娛設施以及收取適當費用(草 案第四條)。
三、 此外,本草案第五條修訂原有區域議局條例第二十七條第(4)款,從 而把受權出席區域市政局委員會或小組委員會會議的公務人員類別擴大。

本草案第六條修訂原有區域議局條例第三十九條;後者涉及區域市 政局的財務事宜;修訂後的條款與區域市政局行將採用的會計制度趨於一致。
五、 本草案對政府開支和人手需求方面均沒有影響
