Amend the Regional Council Ordinance.
Enacted by the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof.
1. This Ordinance may be cited as the Regional Council (Amendment) Short title and Ordinance 1986 and shall come into operation on 1 April 1986.

Section 3(2) of the principal Ordinance is amended by deleting "" Amendment of and substituting the following-
“區域市政局”.

3. Section 25 of the principal Ordinance is amended by inserting after Amendment of paragraph (b) the following-
(Cap. 354.)

"(ba) exercise the powers and perform the duties conferred or imposed
on the collection authority by the Waste Disposal Ordinance;".
Section 26(1) of the principal Ordinance is amended-
(a) by inserting after paragraph (b) the following-
"(ba) provide recreational and cultural activities;";
(b) in paragraph (e)(ii), by deleting "or" at the end thereof; and
(c) by inserting after paragraph (e) the following—

"(ea) make such charges for the use of its facilities and services as it
considers are reasonable;".

Amendment of section 26.
Section 27(4) of the principal Ordinance is amended by deleting "Deputy Amendment of Director or an Assistant Director" and substituting the following-
section 27.

"public officer".
Section 39(3) of the principal Ordinance is amended-
Amendment of section 39.
(a) by deleting "or item" wherever it occurs; and
(b) in paragraph (c) by deleting "head or" wherever it occurs.
7. The principal Ordinance is amended by adding after section 66 the Addition of new following
Part X.
Election of first Chairman and Vice-Chairman.

"PART X
TRANSITIONAL ARRANGEMENTS FOR THE FIRST MEETING
OF THE REGIONAL COUNCIL
67. (1) Without prejudice to subsection (6), the members of the Regional Council shall meet on 1 April 1986 for the purpose of electing a Chairman and a Vice-Chairman.
(2) The Director of Regional Services shall make arrangements for the holding of the meeting referred to in subsection (1) and that meeting shall be conducted in accordance with those arrangements.
(3) The election of the Chairman and Vice-Chairman shall be in accordance with the voting procedure specified in the First Schedule.
(4) Notwithstanding section 22(3) the persons elected under this section to hold office as Chairman and Vice-Chairman may hold that office upon delivery to the Director of Regional Services of a
