THE REGIONAL COUNCIL (AMENDMENT) ORDINANCE 1986
(No. 8 of 1986)
This Ordinance amends the Regional Council
Ordinance (No. 39 of 1985).
2. When the Regional Council Ordinance was enacted the precise details of how the Regional Council would start operating had not been finalised. This Ordinance provides, in section 7, transitional arrangements to enable the first Chairman to be elected and the first meeting to be held.
3. Confusion has arisen over the fact that the Chinese name of the Regional Council is too close to that of the term "District Board". In order to emphasise that its function is more akin to that of the Urban Council than to that of a District Board the Ordinance amends the Chinese name.
4. The opportunity has been made to make further consequential amendments omitted when the Regional Council Ordinance was enacted, and to make specific provision for the functions of the Regional Council to include responsibilities under the Waste Disposal Ordinance.
5. Other minor amendments have been made, specifically to empower the Council to provide recreational and cultural facilities and to make charges therefor, to expand the category of public officers who may attend meetings of committees or sub-committees of the Regional Council and to amend section 39, which deals with the finances of the Regional Council, so as to bring its terms into line with the accounting system that will be adopted.
6. Before the Governor assented to the Bill in the name and on behalf of Her Majesty, the Attorney General advised that he could properly do so.
