It is considered that the more informed will see the Bill for what it is; a measure simply to enable the Regional Council following its inauguration to return a member of its own choosing to the Legislative Council. However, against the background of the registration exercises which have taken place in 1985, it is possible that some in the community may be a little confused by this further
further exercise to register specifically the members of the Regional Council.

issued when the Bill is Gazetted. It will explain the purpose of the Bill and emphasise that this is a one-off exercise to meet the one-off situation arising from the establishment of the Regional Council on 1 April 1986.
