The purpose of the annexed Bill is therefore to provide for the incoming members of the Regional Council to be registered in advance of the normal registration period as a special one-off exercise, thus to enable the by-election to be held in the first week of June.
The Bill

By modification of the Legislative Council (Electoral Provisions) (Registration of Electors and Appointment of Authorized Representatives) Regulations 1985, the Bill makes provision for the registration of Regional Council members as electors in their special constituency to commence immediately
inauguration of the upon
Council. It provides for the modifications to apply in 1986 only and exclusively to members of the Regional Council, and further for the names of those so registered thereupon to be incorporated into the existing final Legislative Council electoral register.
