The "per annum" rates apply to the calendar year. If a licence commences after 30 June, only half the rate is charged.

With the lapse of time and on account of inflation, these fees have lost value in real terms and have become incommensurate with the costs of administering the licence Thus, there is a need to adjust the fees
requirements.

It is noted that a significant proportion of the 300 existing traders operate on a very small scale, selling small quantities of food turtles and seasonal wild birds or pet birds. If the fee were pegged at the full cost recovery level, these small scale
scale traders
traders could have difficulties in absorbing the increase. The proposed fee has therefore been set below cost.

The full cost of administering the dairy licence is
$40.65 per COW or buffalo p.a. The proposed level of the dairy licence fee represents a step towards making it commensurate with the cost of administering it. To raise it further will cause great hardship to local dairies, which are facing strong competition from dairies across the border and imported processed milk.
