The Council noted the contents of memorandum
XCCI (86)53.
The Governor said that a further memorandum should
be submitted on the desirability of restrictions upon
organisations from using their funds to make financial
contributions to the expenses of candidates for
elections in Hong Kong, and the implications in doing so.
