Mr. CHENG has not operated from the fixed pitch for a considerable period of time and it is evident that he has no intention to do so. His submission along the lines of the need to support his family has to be. discarded in the light of the Council's policy to disassociate street trading from social welfare. It is therefore recommended that the decision to cancel his licence for non-operating his stall should be upheld.
