A possible timetable for the creation of

Deputy Governor/Chief Executive (designate)

and the entrustment of powers and responsibilities to him

1992

Creation of post of Deputy Governor, in hierarchy immediately beneath the Governor and above the Chief Secretary. The Deputy Governor is appointed ex-officio a member of Executive Council.

From the beginning he is involved by the Governor in the process of Government, and closely consulted on all important matters. His advice is sought on the appointment of members of the Executive Council, members of the Legislative Council, and significant committees and boards. All papers minuted to the Governor on significant matters are routed through him.

By the end of 1992, he is presiding over Executive Council on behalf of the Governor on routine

matters.

1993-4

The following powers and responsibilities are delegated or allocated to the Deputy Governor by the Governor :

(a)

to supervise specified areas of

Government activity such as education and lands and works;

(b)

to recommend the appointments of members of the Executive and

(c)

(d)

(e)

(f)

Legislative Councils;

to deal with appeals and petitions to the Governor, and make recommendations on them;

to exercise, by delegation from the Governor, an increasing range of such statutory powers as are not already delegated to lower level;

to make or recommend appointments to boards and committees;

to appoint Justices of the Peace;
