The lot in question is affected by the north-south flyover along
Cheung Wing Road/Kwai Chung Road and, to a lesser extent by the proposed road
widening at ground level. During the Consultant's study of the project lengthy
discussion and investigation took place in relation to the merits and demerits
of proceeding with one flyover as an intermediate phase, the second flyover
being built some years later. The conclusion drawn was that both flyovers
should be built now. However it was also noted that if there were financial or

other constraints and only one flyover had to be selected, then the Kwai Chung
Road/Cheung Wing Road flyover, which is that which affects the lot, should be
given priority. There are no possible alternative geometrical layouts which
would permit the retention of this lot.
In the course of discussions with DLO(TW) the landowner proposed to
have a contemporaneous land exchange of the affected lot with an adjoining site
but this proposal cannot be entertained because it is contrary to Government's
current policy for land exchanges. In order to acquire the lot, resumption
under the Roads (Works, Use and Compensation) Ordinance will be required. The
estimated cost of clearance and land resumption is HK$12.0 million.

The basis of the objection rests on three factors which were discussed
at a meeting with representatives from the above organisation and other
government departments. These are

That the construction of the proposed link road
between Kwong Fai Circuit and Yiu Wing Street will
create traffic congestion at the Yiu Wing Street/
Wo Tong Tsui Street junction;
That the new link road will cause additional noise and
air pollution because of the topography of the area;
