My name is NGAN Chiu-yum (I.D. No. A 441111, male, 49 years old). I am an unlicensed hawker. I am writing to lodge an appeal with the Governor in Council through the Chief Secretary and request the Governor in Council to review my application for a Fixed Pitch Hawker Licence.

Early last year, I wrote to the Urban Services Department (sic), applying for a licence for the Fixed Pitch No. 49 at Jardine's Crescent, Causeway Bay. In the middle of the year, I was notified that my application had been rejected. Within 14 days after the rejection, I applied for a review of the decision to reject my application for a licence. But a few days ago, I was informed that my application for a licence was still rejected after the review. Repeated setbacks on my application have caused me great anxiety. I sincerely hope that you can review and reconsider my application.

I have engaged in the selling of different kinds of eggs as a life-long occupation ever since 1950. For more than 30 years, I have been supporting the whole family by means of the business. In fact,

I virtually do not know other means of making a livelihood other than peddling. If the authority concerned should insist on rejecting my application, without a licence and subject to the existing hawker policy of the Urban Council, I would find it impossible to earn a living and my whole family would be adversely affected. Moreover, I have been the assistant of Fixed Pitch No. 48 at Jardine's Crescent for more than 10 years. Before the licensee of Fixed Pitch No. 49, Mr. LAM Chun-man passed away, I had been the assistant of his still as well. stall No. 49 has been vacant since Mr. Lam died years ago. I hope that you can understand my difficulties. should be most grateful if you would review my application.
