The problem of multiple offenders was a

complex one and the present pilot study only provided information on the basic characteristics of these offenders. To understand the problem thoroughly, further studies would be required probably using larger samples and control groups.

As far as remedial measures were concerned, the following were tentatively proposed in the report

strengthening of family relationship through family life education;

setting up of special units in schools to deal with maladjusted students; and

as most of the multiple offenders committed their first crime at the age of 16 21, the problem of juvenile offenders should be further considered with a view to preventing them from becoming recidivists.

It was also recommended that the sentencing policy should be reviewed and more severe sentences should be imposed on those criminals who preferred to commit crime as a means of living.
