To identify areas of criminal activity and groups of criminals and potential criminals towards which the
sub-committee considers it practical to direct crime prevention programmes;

standardising the recording of an offender's progress through the

criminal justice system, with a view to improving the way in which these records can be used to reduce crime;
to devise crime prevention programmes that the Government can direct at the areas and groups identified under t.o.r. (a);
to oversee the implementation of the crime prevention programmes referred to in t.o.r. (c);
to keep under review the effectiveness of the programmes referred to in t.o.r. (c) and to adjust them as necessary; and
to report on progress to each meeting of the Fight Crime Committee.
