13.14 The Tuen Mun and Kowloon City DFCCS were concerned about the increasing number of burglaries in residential buildings. Members of the Tuen Mun DFCC would organise more seminars for building managements and watchmen and the Police would also step up patrols by beat officers. The Kowloon City Police would further publicise crime prevention measures in residential buildings.
13.15 The Sai Kung DFCC noted that the Police encouraged the installation of burglar alarm systems. But householders were advised that it is illegal to connect electricity to barbed wire twirled round the house parapets.
13.16 Members of the Kwun Tong DFCC paid visits to Yuet Ming Building and Man Wo Garden and expressed appreciation of the efforts of the owners'
corporations of these buildings in combatting crime.
Robberies
13.17 The Wong Tai Sin DFCC expressed concern about robberies in Choi Hung Estate. As a result, the Police increased enforcement action and arrested two gangs of criminals. The number of robberies has since gone down from 76 in March to 38 in May 1985.
Drug related offences

Members of the Eastern DFCC noted that the Police would continue to carry out raiding operations against drug addicts in the Sai Wan Ho area.

The Tai Po DFCC was concerned about drug-related offences in the district. Members considered that a methadone centre should be set up in Tai Po in view of the increasing number of drug addicts, apparently due to the increase in population. The absence of a centre would encourage drug trafficking activities and would induce addicts to commit crimes to obtain money to purchase drugs. The Medical and Health Services Department has now agreed to proceed with the setting up of a methadone centre in Tai Po.
Control of objectionable publications
13.20 The Eastern DFCC considered the subject of control of objectionable publications. Members agreed that adult magazines should not be available at ordinary newstands and the penalty for publishers should be raised to produce a deterrent effect.
