Although the 295 offenders represented only 2% of the 13,900 first offenders in 1978, they would represent about 20% of the total number of recidivists, as normally 10% of the first offenders in any one year eventually end up as multiple offenders. A report entitled "A Pilot Study on Multiple Offenders" was prepared by the Correctional Services Department for RSC's consideration in June 1985. It consolidated the findings of the two studies. Detailed findings of the report are at Appendix XI.

In July 1985, the RSC considered a further report on multiple offenders prepared by the Correctional Services Department. The report was similar to the one detailed in the previous paragraph, but contained further comparative statistics for the 1978 and 1979 cohorts.

The RSC considered that the research conducted so far on recidivism has not produced statistically reliable results. It was agreed that a research design should be prepared for an in-depth study that would give reliable results, taking into consideration the findings of the reports prepared by the Correctional Services Department.

THE STANDARDISED LAW AND ORDER STATISTICAL SYSTEM

(SLOSS)

12.14 As reported in Chapter XII of FCC Report No. 4, the FCC has endorsed a proposal from the RSC to set up a Standarised Law and Order Statistical System (SLOSS) for use by all branches of the criminal justice system, that is the Police, the Correctional Services and Social Welfare Departments and the Judiciary. SLOSS will provide linkages between the output of one agency and the input to the next, in the sequence of the criminal justice process. By adopting a standard set of rules for classifying and counting crimes, consistant and compatible statistics on offenders and the working of the criminal justice system may be compiled for planning purposes.

12.15 A nine-month project to work out the system is now being undertaken by a team of statisticians. The departments have been asked to apply for the required resources and manpower to implement the scheme in 1986.

12.16 When the Fight Crime Committee endorsed the proposal to set up SLOSS, it further agreed that the RSC should examine the need for a more sophisticated Integrated Law and Order Statistical System (ILOSS).
