(h) that the Detention Centres Ordinance

(Cap 239) and the Training Centres Ordinance (Cap 250) be amended to remove any dependence on the Prisons Ordinance (Cap 234); and

(i)

that, if a Young Offender Authority is not established, then :

(aa) the upper age limit for admission

to correctional programmes for

young offenders should be lowered from 20 to 18; and

(bb) offenders aged 19 and 20 should be

admitted into correctional

institutions for young offenders.

FUTURE ACTION

10.15 The WGY will monitor the implementation of these recommendations and will investigate further the feasibility of a Young Offender Authority for Hong Kong.
