Loan applications

the FMO should simplify and streamline loan application procedures to encourage those fishermen in financial need to turn to them instead of to the fish laans and loan sharks, thus preventing the latter from controlling fishermen in debt and the sale of their fish products in the markets;

Regular liaison between the FMO, the fish market associations and the Police

the FMO, the fish market associations and the Police should meet more frequently with a view to combatting syndicated malpractices in the markets;

(£) Daily liaison between the FMO and the

district police

daily liaison should be maintained between the FMO management and the district police, including regular and frequent visits in the market areas by beat police officers; and

FMO managers

the FMO managers should be encouraged to report all known or suspected malpractices to the Police.

The Chairman of the FMO, who is the Director of Agriculture & Fisheries, has now informed the Working Group that he will act on these

recommendations, and had taken action in respect of most of them.

TRIAD INVOLVEMENT IN SQUATTER AREAS

9.10

After discussing with officers of the Housing Department, the Working Group concluded that a major problem was the involvement of triads and gangs in the supply of water and electricity, the most serious being in squatter areas in Kowloon East.

Recommendations

The Working Group made the following recommendations to the Housing Department (HD), the City & New Territories Administration (CNTA) and the Water Supplies Department (WSD)
