On the question of enforcement, the Urban Council's view now was that there was a clear need for a police role in the control of hawkers. If the proposal for designating areas for hawking was approved, then the Urban Services Department backed by the Police, would make a determined effort to end unlicensed hawking in non-designated areas.

The Working Group was informed that the Report of the UC Working Party would be issued as a consultation document in November 1985. The Working Group would then consider the problems further.
TRIAD INVOLVEMENT IN WHOLESALE FISH MARKETS

Information gathered from the staff of the Agriculture & Fisheries Department suggested that triad activities are taking place in Fish Marketing Organisation (FMO) Wholesale Fish Markets in Aberdeen, Cheung Sha Wan and Castle Peak.
Recommendations

Detailed discussions were held with officers of the department, with the help of a report prepared by the Police. The Working Group concluded that the main problem was unauthorised access to the sorting areas of the fish markets. The Working Group made the following recommendations to the Chairman of the Fish Marketing Organization -

Tightening up of conditions for the issue and renewal of permits
the FMO should tighten up the
conditions for the issue and renewal of permits to buyers in fish markets. Police criminal records should be
checked for both any known criminal and any triad connection as a standard part of the issue and renewal screening;
Security within the fish markets
the FMO should increase security within the seven wholesale fish markets. The FMO should seek detailed advice from the Crime Prevention Bureau and should consider employing a reputable security company for the provision of guards;
Review of fish marketing procedures
the FMO should review fish marketing operations and procedures to see if they could be improved to ensure that only fair and necessary marketing practices existed;
