students are provided with the conceptual frame-work and are given the opportunity to analyse their own behaviour in relation to that of children with disruptive behaviour. They are also introduced through lectures, tutorials, group work and case studies, to the various ideas and strategies of the various schools of thought concerned with managing students.

Great emphasis is also being laid on developing ways to facilitate greater personal growth among students, in the belief that unless they are able to learn to handle their own personal problems, it will be very difficult for them to help pupils resolve their own. This is being achieved through the Personal Tutorial System, the Civic Education Programme and the newly established Counselling Unit. In addition, visits to Pin Chi Boys' Home, Police Headquarters and Ma Tau Wei Girls' Home have been arranged for the college students.

Advice on ways of organising guidance and counselling services within schools continues to be given to schools as required.

School support teams

Subject to funds being available, a pilot project involving the proposed school support team will be launched in September 1986. A Working Group, comprising officers from the Education Department and a number of secondary school principals, has been formed to work on the details of implementation. It is considered that a school support team should be developed as a support to guidance teachers and to masters dealing with discipline in secondary schools. Initially the proposed team would consist of two educational psychologists who will visit selected schools to analyse the specific problems of these schools and to discuss the issues with teachers involved.

STATISTICS ON CRIMES INVOLVING STUDENTS AND PERSONS AGED UNDER 21

The Standing Committee continued to monitor closely statistics on crimes involving students and young persons aged under 21. According to the statistics available, the total number of students prosecuted in the first half of 1985 rose by 4.5% over the first half of 1984. As for the young persons prosecuted, the total number increased by

1.6%.
