serious reprecussion on the police work in maintaining law and order.

It was considered that, to a certain degree, the inclusion of Mutual Aid Committees, Owners Incorporations and Residents Associations among those who may complain, already provides a remedy which places less stress on individuals. Furthermore, Bill could be modified to allow persons who do not reside in the building but who own units in it to lodge complaints. This could also help to allay fears of retaliation.

In the light of relevant departments' and District Offices' comments, the CNTA will take further action to prepare formal drafting instructions and then will liaise with the relevant departments to work out further details of the administrative arrangements for the scheme. The Judiciary, meanwhile, will work out the judicial rules and forms associated with the proposed legislation, in conjunction with the Law Draftsman.
