The Standing Committee continued to meet bi-monthly and to monitor the incidence of unruly and delinquent behaviour of students. Its work included the organisation of seminars for school heads and teachers to combat juvenile crime and triad influence in schools; the referral of children with behaviourial problems for remedial treatment; and the development of curricula for the promotion of moral education.
The Standing Committee will complete the 1984/85 survey on unruly and delinquent behaviour in schools, and study the report on the evaluation of remedial teaching.
Chapter IX - Working Group on Gangs
The Working Group on Gangs discussed, with officers of the departments concerned, problems caused by triads and gangs operating in wholesale fish markets, squatter areas and hawking. The working group will further consider the problems of triad involvement in hawking when the Report of the Urban Council Working Party is issued as a consultation document.
.As regards wholesale fish markets, the working group concluded that the main problem was unauthorised access to the sorting areas of the fish markets. The working group made recommendations to the Chairman of the Fish Marketing Organisation, who has now informed the working group that he will act on the recommendations, and has already taken action in respect of most of them.
The working group also concluded that there was a major problem with the involvement of triads and gangs in the illegal supply of water and electricity to squatter areas, the most serious being in Kowloon East. The working group made recommendations to the Housing Department, the CNTA and the Water Supplies Department. The departments are in general agreement with the recommendations.
Several proposals for legislative changes have been suggested by members of the Attorney General's Chambers to facilitate the prosecution of organised crime involving triads and gangs. These include: the introduction of "consorting" offences; the revelation of a defendant's triad connections in court; and the introduction of broad conspiracy laws enabling the prosecution to establish patterns of racketeering activity. The working group is still at an early stage in its consideration of these proposals.
