Chapter VII - Security of goldsmith and jewellery shops, banks and gold workshops

The Working Group on Security of Goldsmith and Jewellery Shops has not been able to make much progress because of a lack of interest on the part of goldsmith shops in improving security and because legislation in respect of gold transactions in shops would be ineffective.

Chapter VIII Standing Committee on Unruly and Delinquent Behaviour in Schools

The Education Department has been implementing the recommendations of the Standing Committee on Unruly and Delinquent Behaviour in Schools relating to student guidance and counselling. An evaluation of remedial teaching is to be carried out. Courses in the Colleges of Education on counselling and guidance are being offered and it is hoped to introduce a pilot school support team in September 1986 to support guidance teachers and masters dealing with discipline.

The Education Department completed the survey on unruly and delinquent behaviour of pupils in schools covering the period September to December 1984. Results of the survey revealed that there was a general decrease in the level of unruly and delinquent behaviour when compared with the corresponding period of 1983. The number of incidents reported decreased by 8.3% and the number of pupils involved decreased by 4.4%. The categories of behaviour where increases occurred were failing to hand in assignments and bring textbooks to schools, and possession of pornographic material.
