Paper on the Governor and the Chief Executive

The Secretary of State said that he had not really had a chance
to study the paper in its
present form. OD (K) had been somewhat
hesitant about the idea of installing a Deputy Governor before 1997
who would become Chief Executive when the transfer took place, and
although they had agreed that it should be discussed with the
Chinese, they did not want us to become too committed. He wanted to
make sure that the paper fully reflected OD (K)'s views.
Was there
any
particular deadline for it to be handed over to the Chinese?
The Governor said that there was not: it ought to be given to the
Chinese during his forthcoming visit, but he would not
not be seeing the
Chinese until the third day, which was 4 December. Sir R Evans
could hand it to the Chinese during one of his meetings with them.
It was agreed that the paper would be finalised and transmitted to
the Chinese by then.

experts would focus on it and be
