c) the right to address the Council at the
first sitting of each session: the prerogative
το make this address should remain with the
Governor (and probably with the Chief Executive
after 1997); however, whether or not the
Council should be adjourned or suspended
immediately after the address, could perhaps be
transferred to the President.
Powers to be assigned to an appropriate Official Member
8.
a) to determine that a sitting be held when
Council is adjourned: this should perhaps be
treated in the same way as the item in paragraph
7(b) above, although it has less public
significance than calling a sitting between
sessions.
b)
to move a motion of adjournment of Council
with a view
a view to debating a specific matter of
urgent public importance: adjournment debates
are now almost matter of course and informal
notice is given weeks or even months in
advance. The "urgent public importance" aspect
has distinctly receded. Perhaps the power to
decline to accept such a motion should rest with
the President.
