first sitting of each session: the prerogative

a) to determine that a sitting be held when

Council is adjourned: this should perhaps be

treated in the same way as the item in paragraph

7(b) above, although it has less public

significance than calling a sitting between

sessions.

to move a motion of adjournment of Council

with a view

a view to debating a specific matter of

urgent public importance: adjournment debates

are now almost matter of course and informal

notice is given weeks or even months in

advance. The "urgent public importance" aspect

has distinctly receded. Perhaps the power to

decline to accept such a motion should rest with

the President.
