Representative should continue to operate from London
in 1988 for an initial period after which he would
almost certainly have to be based fully in Hong Kong.
On other matters, the difference of view was more one
of approach than of significant substance. Sir D Akers-Jones
tends to be particularly concerned not to damage relations
with Peking. It is worth noting, however, both that the views
I have referred to were expressed informally in a period of
natural confusion following Sir E Youde's death and, second,
that the views previously expressed by Sir E Youde accord
more closely to those of EXCO Unofficials than those put
forward by Sir D Akers-Jones.
